Honoring the What Would Blaine Do? Spirit.

In early May 2026, the Blaine M. Halvorson Memorial proudly recognized graduating seniors from the Virginia Beach NJROTC programs for their dedication, leadership, and service to their schools and communities. During ceremonies across the city, graduating cadets received Certificates of Achievement and commemorative BHM challenge coins in recognition of their hard work and commitment to serving others.

The Memorial also announced the inaugural recipient of the Blaine M. Halvorson Memorial Virginia Beach NJROTC Scholarship: Keegan McCoy Conroy of Bayside High School. Selected by an independent panel of military veterans and first responders, Keegan stood out for his academic achievement, leadership as the combined Princess Anne and Bayside NJROTC Commanding Officer, and his dedication to community service.

Keegan plans to attend Regent University to study cybersecurity while pursuing a future career in Naval service. His commitment to humble leadership and service to others reflects the values that the scholarship was created to honor.
