Honoring the What Would Blaine Do? Spirit.
In early May 2026, the Blaine M. Halvorson Memorial proudly recognized graduating seniors from the Virginia Beach NJROTC programs for their dedication, leadership, and service to their schools and communities. During ceremonies across the city, graduating cadets received Certificates of Achievement and commemorative BHM challenge coins in recognition of their hard work and commitment to serving others.
The Memorial also announced the inaugural recipient of the Blaine M. Halvorson Memorial Virginia Beach NJROTC Scholarship: Keegan McCoy Conroy of Bayside High School. Selected by an independent panel of military veterans and first responders, Keegan stood out for his academic achievement, leadership as the combined Princess Anne and Bayside NJROTC Commanding Officer, and his dedication to community service.
Keegan plans to attend Regent University to study cybersecurity while pursuing a future career in Naval service. His commitment to humble leadership and service to others reflects the values that the scholarship was created to honor.
Expanding our reach
The Blaine M Halvorson Memorial is proud to announce the expansion of its scholarship program to the NJROTC units of Virginia Beach. This meaningful initiative reflects our continued commitment to honoring Blaine’s legacy by investing in the next generation of leaders and public servants.
As part of this expansion, each participating NJROTC unit will receive a $300 donation to support their programs, cadets, and continued mission of leadership development. In addition, one outstanding student from the Virginia Beach NJROTC community will be selected to receive a one-time $500 scholarship.
This effort is rooted in the spirit of our guiding question: What Would Blaine Do? Blaine believed in service, leadership, and giving your best to something greater than yourself. He would encourage young men and women to step forward as future leaders—whether through skilled trades, active or reserve military service, or careers as first responders.
By supporting these cadets today, we hope to inspire them to continue building lives of purpose, sacrifice, and service to others. Through this scholarship, Blaine’s example lives on in those preparing to lead tomorrow.
